FRIENDS OF CRESCENT BEACH, GREEN BAY AND AREA SOCIETY

MINUTES OF THE MEETING of July 14, 2004

Judge John Nichols called the meeting to order at 7:15 p.m.

Board Members present: Doug Bell, Peter Bell, Bob Fulleman, Anne Greer, Jean McHarg, Burpee Meisner, John Nichols, Gordon Prince, Eric Rafuse, Bruce Raymond, Jim Sewell, Peter West, and Gordon Whynacht.

Board Members absent: Harold Adams, Neiff Joseph, Linda MacDonald, Andra White

Moved (Jean McHarg), seconded (Bob Fulleman) to adopt minutes of Board meeting of June 9, 2004.

Old Business:
1. Beach Sweep was held and we collected much trash. More wood is on the back bay and the beach as well as lumber etc. near the toilets. Air Flight Engineers are not able to do our work as previously thought. Bruce Raymond will ask Paul Sampson for recommendation of contractors.
2. Moved (Jean McHarg) seconded (Burpee Meisner) to get bids for crib rebuilding and repair. Motion passed.
3. Jean is still researching production and prices for prints of Don Pentz illustration of beach interpretive sign. One sign has been installed and toilets are ready to be installed on the new concrete pad.
4. Annual General Meeting will be held Wednesday, August 18 at 7:30 p.m. at Petite Riviere Fire Hall. Jean and Anne will look after refreshments. Notice will be posted at Crescent Beach General Store, Post Office, newspaper and the Petite General Store. A newsletter will be out before the AGM. Burpee Meisner and Mary Fulleman will handle sign-ins and membership at AGM.
5. Burpee Meisner is awaiting a price on a recycling bin for Petite Riviere.

New Business:
1. Moved by Anne Greer, seconded by Gordon Prince to ask Linda MacDonald to chair nominating committee for new officers.
2. Bylaws may need to be changed in order to revise the current quorum requirements to facilitate decision-making process during the winter when many board members are out of the area; John Nichols will research the current quorum number.
3. Bob Fulleman reported prices from Greg Corkum of $1500 each for 2 walkways over the dunes from the road to the beach, which can be done in a V form. Moved (Jean McHarg) seconded (Jim Sewell) to proceed with two walkways at a maximum cost of $3,000. Motion passed. Bob Fulleman will contact Greg Corkum.
4. Jim Sewell suggested FOCB should develop a position re cars on Crescent Beach. Moved (Jim Sewell) seconded (Jean McHarg) to form a committee to draft a recommendation re cars on Crescent Beach. Motion defeated.
5. Moved (Jean McHarg) that we respond to Leif Helmer’s written request that FOCB lobby for Crescent Beach closure to vehicles. Motion died for lack of a second. Discussion: secretary will research past FOCB minutes for our prior discussions and/or positions on this issue.

Treasurers Report: Beginning balance: $12,112.50; Deposits $170.00; Expenditures: $1,689.80; Balance $10,643.43. Moved (Jean McHarg), seconded (Bruce Raymond) to pay Bob Fulleman for OOP costs relating to toilet and sign installation of $438.46. Motion passed. Treasurer’s report accepted as presented.

Membership: Membership stands at 555 members, 285 families. Burpee would like to hold a membership day some weekend with help to walk the beach for soliciting members. Moved (Jean) seconded (Burpee) that extra labels will be supplied to Jim Sewell so he can flag the newsletter of those owing dues. Motion passed.

Sperry’s Beach:
Tom Beard has asked John Nichols to have FOCB act as banker for funds for Sperry’s Beach actions. Discussion: FOCB is not in a position to do this because of future liability possibilities. Some think we should be involved in the issue. Doug Bell and others feel we should act as the banker and issue receipts under our tax-exempt status. Possibility of an account being set up so that any legal action could only affect that specific account. Moved (Gordon Prince) seconded (Peter Bell) to inquire of our bank if an account can be set up for Sperry’s Beach to accept donations and disperse funds for title searches and associated legal fees without incurring undue liability. Motion passed with one nay vote from Jim Sewell.

Coastal Coalition:
On a question from Bruce Raymond: We will be represented on the Coastal Coalition. Treasurer Jean McHarg will pay dues for that and other various environmental organizations.
