Minutes of Board Meeting, October 29, 2003

The meeting was called to order at 7:13 p.m. by Judge John Nichols.

Board Members present: Doug Bell, Peter Bell, Bob Fulleman, Anne Greer, Neiff Joseph, Jean McHarg, Burpee Meisner, John Nichols, Gordon Prince, Eric Rafuse, Bruce Raymond, Jim Sewell, Andra White, Pete West and Gordon Whynacht.

Board Members absent: Harold Adams, Linda MacDonald .

Moved (Jim Sewell), seconded (Burpee Meisner) to adopt minutes of Board meeting of August 18, 2003 with corrections.

Financial Report: Moved (Jean McHarg), seconded (Anne Greer) to accept financial report as presented.
Moved (Gordon Prince) seconded (Jean McHarg) and passed to return $3,828.07 to the 2004 Champlain Committee.
Laura Barkhouse will submit the entire bill from DOT and we will receive 44.8% less HST. Discussion re billing of $10,000 or $12,500 to DNR. Jean McHarg to get clarification from Laura Barkhouse re asking for more money from ACOA for additional damage to the beach from hurricane Juan. Additional tender may have been approved for armour rock for Crescent Beach and Green Bay.

Membership: Burpee Meisner reported 60 letters with SASE and 57 without stamps were mailed to members who have not yet renewed their membership this year. To date 64% of those sent without a return stamp have been returned, 36% of those sent with stamps. Total membership receipts from mailing - $300.00.

Old Business:
Discussion re Cape LaHave and resolution. It was generally decided that we do not need a working group in that regard. Do we want to have it remain “common land” as opposed to “open space”? (Captain Bell quoted from the deed.) Moved (Jean McHarg) seconded (Eric Rafuse) that Capt. Bell, Neiff Joseph and Anne Greer create a file on Cape LaHave Island. Anne will contact Karen Dempsey of the Municipal Council.

Bruce Raymond reported on beach damage. 231 planks and 6 posts are needed to repair the damage to cribwork. Some members suggested that DNR might agree to contribute again. For the roadside fence project some fence posts have been installed: the location of others should be assessed to accomodate the damage done by Hurricane Juan.. The posts are to be completed by March 2004. The road was widened because base rocks which were needed to enhance the roadbed were washed out in the storm. The bay side of the road is vulnerable to washout and hopefully will be reinforced with rock. DOT has not kept in touch with us regarding the road and beach work. Bruce Raymond will ask Paul Sampson to keep us apprised of their plans, especially as to armour rock and where it will go. Burpee Meisner suggested flat rock be used to step over the dunes.

Bruce Raymond reported on the status of projects and the funding for same and explained distributed chart.

Discussion re audit. Laura Barkhouse advises that we do not need auditing of funds records. The Municipality is aware of what we are doing and are responsible for auditing.

Himmelman property - Captain Bell spoke regarding the fence that is blocking access to the cemetery and the cemetery being used as a pasture. This is probably not a duly designated cemetery.

New Business
Moved (Eric Rafuse) seconded (Jean McHarg) and passed that Gordon Prince assemble a work crew to repair and reinforce beach dunes by moving seaweed to areas of the beach to collect sand and begin rebuilding the dunes. Peter Bell advised that spring would be a better time to do this.

Gordon Prince will post a draft of board meeting minutes on the web site prior to the board meetings and will post the approved minutes after the board meetings.

Secretary to send thank you letter to Sunshine Five for their donation of lumber.

November board meeting will be held Wednesday, November 19th 7:00 p.m. at Anne Greer’s home.
